After 1989, there was a revitalization of the local self-government in the Czech Republic. Another reform of the territorial public administration in the Czech Republic was made in the period of 2000-2004 and led to a considerable increase of importance of the existing local self-administration. The grant project aims at solving theoretical as well as practical problems concerning the existing organization and functioning of the Czech public administration at the local level. The essence of the project is then a research of the legal status of local (communal) self-government within the system of public administration of the Czech Republic as a European democratic state with rule of law. The project aims at analyzing and assessing the legal status of local self-government in the Czech Republic after the accomplished reform of the territorial public administration (in relation to individual provisions of the legal regulation in force as well as in general in relation to the chosen so-called joint model of the exercise of public administration in a given territory), comparing the existing Czech legal regulation with theoretical approaches, the experience and the legal regulation of the Slovak Republic and also with standpoints and recommendations of the Council of Europe, and, finally, formulating practical recommendations (both to the legislature and the public administration).
