The typology of strategies using by social workers to cope with uncertain conditions of their work and with dilemmas of their work with clients is advanced by the author. The typology has not been reflected in an explicit manner so far. Students in the impact of working conditions on the social workers’ approach to clients used to follow theory of “street-level bureaucracy” by Lipsky. Lipsky’s assumption that social workers cope with the dilemmas of their work by “avoiding them“ has been followed and elaborated by these authors. The author points out that the idea of “avoiding strategy” is used in an implicit (unwitting) manner by Lipsky and his followers and that it is possible to support the existence of an alternative “strategy of disposing of dilemmas by changing uncertain working conditions” by empirical evidence.
